K\u0131rm\u0131z\u0131 Bayrak takdim t\u00f6reninde konu\u015fan \u0130zmir B\u00fcy\u00fck\u015fehir Belediye Ba\u015fkan\u0131 Dr. Cemil Tugay, \u201cHep birlikte daha engelsiz bir \u0130zmir i\u00e7in \u00e7al\u0131\u015fmaya devam edece\u011fiz\u201d dedi.<\/p>\n<p>\u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi\u2019nin engelli eri\u015fimine uygun olan kurum ve mek\u00e2nlara verdi\u011fi K\u0131rm\u0131z\u0131 Bayrak \u00f6d\u00fcl\u00fcn\u00fcn 98\u2019incisi, \u0130zmir Ticaret Odas\u0131\u2019na takdim edildi. \u0130zmir B\u00fcy\u00fck\u015fehir Belediye Ba\u015fkan\u0131 Dr. Cemil Tugay, \u0130zmir Ticaret Odas\u0131 Y\u00f6netim Kurulu Ba\u015fkan\u0131 Mahmut \u00d6zgener ve engelli yurtta\u015flar\u0131n da kat\u0131l\u0131m\u0131yla \u0130ZTO\u2019da d\u00fczenlenen t\u00f6rende, bina \u00f6n\u00fcne K\u0131rm\u0131z\u0131 Bayrak as\u0131ld\u0131. K\u0131rm\u0131z\u0131 Bayrak almak i\u00e7in gerekli kriterleri sa\u011flayan \u0130zmir Ticaret Odas\u0131, en y\u00fcksek standart olan \u201c3 y\u0131ld\u0131zl\u0131\u201d bayra\u011fa sahip \u0130zmir\u2019deki 24. kurum oldu. K\u0131rm\u0131z\u0131 Bayrak uygulamas\u0131n\u0131n ayn\u0131 zamanda bir te\u015fvik modeli oldu\u011funun alt\u0131n\u0131 \u00e7izen Ba\u015fkan Dr. Cemil Tugay, \u201cBiz, bu bayra\u011f\u0131n \u00e7o\u011falmas\u0131n\u0131 istiyoruz. Eri\u015filebilirlik engelli bireylerin yan\u0131 s\u0131ra ya\u015fl\u0131lar, \u00e7ocuklar i\u00e7in de \u00e7ok \u00f6nemlidir. Asl\u0131nda hepimiz i\u00e7in daha ya\u015fanabilir bir kent anlam\u0131na gelir. \u0130zmir, eri\u015filebilirlik konusunda kararl\u0131 ad\u0131mlarla ilerliyor. Bu say\u0131n\u0131n k\u0131sa s\u00fcre i\u00e7inde daha da artaca\u011f\u0131na eminim. \u0130zmir\u2019i herkes i\u00e7in eri\u015filebilir k\u0131lmaya devam edece\u011fiz. Hep birlikte daha engelsiz bir \u0130zmir i\u00e7in \u00e7al\u0131\u015fmaya devam edece\u011fiz\u201d diye konu\u015ftu.<\/p>\n<p><strong>\u201cK\u0131rm\u0131z\u0131 Bayrak, eri\u015filebilirlik markas\u0131d\u0131r\u201d<\/strong><\/p>\n<p>\u0130zmir\u2019de herkesin ve her kesimin hem fiziki hem de duygusal anlamda birbirine ula\u015fabilece\u011fi yak\u0131nl\u0131kta oldu\u011funu vurgulayan Ba\u015fkan Tugay, \u201c\u0130zmir ayr\u0131mc\u0131l\u0131k yapmaz, herkesi e\u015fitler. \u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi olarak s\u00fcrd\u00fcrd\u00fc\u011f\u00fcm\u00fcz K\u0131rm\u0131z\u0131 Bayrak uygulamas\u0131, kentimizin bu karakteristik \u00f6zelli\u011fine dayan\u0131yor. \u00c7\u00fcnk\u00fc biz, eri\u015filebilirli\u011fi bir ayr\u0131cal\u0131k de\u011fil temel hak olarak g\u00f6r\u00fcyoruz\u201d ifadelerini kulland\u0131. K\u0131rm\u0131z\u0131 Bayrak uygulamas\u0131n\u0131n 2013 y\u0131l\u0131nda d\u00fczenlenen Engelsizmir Kongresi\u2019nin en \u00f6nemli \u00e7\u0131kt\u0131lar\u0131ndan biri oldu\u011funu hat\u0131rlatan Ba\u015fkan Tugay, \u201cT\u00fcrkiye\u2019de ilk kez \u0130zmir\u2019in hayata ge\u00e7irdi\u011fi bu model, bir eri\u015filebilirlik markas\u0131d\u0131r. K\u0131rm\u0131z\u0131 Bayrak uygulamas\u0131; engelli bireylerin, kamuya a\u00e7\u0131k alanlarda hizmet veren t\u00fcm kurumlar\u0131n mek\u00e2nlar\u0131na ve ayr\u0131ca ula\u015f\u0131m ara\u00e7lar\u0131na engelsiz eri\u015febilmesini te\u015fvik ediyor\u201d bilgisini verdi.<\/p>\n<p><strong>\u201cSomut, \u00f6l\u00e7\u00fclebilir ve denetlenmi\u015f bir eme\u011fin sonucu\u201d<\/strong><\/p>\n<p>\u0130zmir\u2019de eri\u015filebilirli\u011fi istisna olmaktan \u00e7\u0131kar\u0131p kentin tamam\u0131na yay\u0131lan bir standart h\u00e2line getirmeyi ama\u00e7lad\u0131klar\u0131n\u0131 dile getiren Ba\u015fkan Tugay, uygulama i\u00e7in ba\u015fvuran kurumlar\u0131n \u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi Sosyal Hizmetler Dairesi Ba\u015fkanl\u0131\u011f\u0131 koordinasyonunda Eri\u015filebilirlik Koordinasyon Komisyonu taraf\u0131ndan titizlikle incelendi\u011fini, ba\u015fvuru mek\u00e2nlar\u0131n\u0131n yerinde denetlenip raporland\u0131\u011f\u0131n\u0131, bu denetimlerde Aile ve Sosyal Hizmetler Bakanl\u0131\u011f\u0131n\u0131n eri\u015filebilirlik kriterlerinin esas al\u0131nd\u0131\u011f\u0131n\u0131 s\u00f6yledi. Sa\u011flanan kriter oran\u0131na g\u00f6re ba\u015fvuru sahiplerine 1, 2 ya da 3 y\u0131ld\u0131zl\u0131 K\u0131rm\u0131z\u0131 Bayrak verildi\u011fini kaydeden Ba\u015fkan Tugay, \u201cKriterlerin y\u00fczde 60\u2019\u0131n\u0131 sa\u011fl\u0131yorsa 1 y\u0131ld\u0131z, y\u00fczde 75\u2019ini sa\u011fl\u0131yorsa 2 y\u0131ld\u0131z, y\u00fczde 90\u2019\u0131n\u0131 sa\u011fl\u0131yorsa 3 y\u0131ld\u0131zl\u0131 K\u0131rm\u0131z\u0131 Bayrak veriliyor. Yani bu bayrak; somut, \u00f6l\u00e7\u00fclebilir ve denetlenmi\u015f bir eme\u011fin sonucudur\u201d diye belirtti.<\/p>\n<p><strong>\u201c\u0130nsan odakl\u0131 y\u00f6netim anlay\u0131\u015f\u0131n\u0131n g\u00f6stergesi\u201d<\/strong><\/p>\n<p>Bu eme\u011fin en \u00fcst d\u00fczey kar\u015f\u0131l\u0131\u011f\u0131 olan 3 y\u0131ld\u0131zl\u0131 K\u0131rm\u0131z\u0131 Bayrak\u2019\u0131 \u0130zmir Ticaret Odas\u0131\u2019na takdim etmekten mutluluk duyduklar\u0131n\u0131 ifade eden Ba\u015fkan Tugay, \u015f\u00f6yle konu\u015ftu: \u201cBu ba\u015far\u0131, k\u00f6kl\u00fc bir kurumun \u00e7a\u011f\u0131n gereklerine nas\u0131l h\u0131zla ve kararl\u0131 \u015fekilde uyum sa\u011flad\u0131\u011f\u0131n\u0131n g\u00f6stergesidir. 141 y\u0131ll\u0131k ge\u00e7mi\u015fi, 105 bini a\u015fk\u0131n \u00fcyesiyle \u0130zmir ekonomisinin kalbi niteli\u011findeki \u0130zmir Ticaret Odam\u0131z\u0131n att\u0131\u011f\u0131 ad\u0131m, i\u015f d\u00fcnyas\u0131nda sosyal sorumlulu\u011fun somut kar\u015f\u0131l\u0131\u011f\u0131d\u0131r. Odan\u0131n bu giri\u015fimi t\u00fcm kurumlara \u00f6rnek olmal\u0131d\u0131r. \u0130zmir\u2019de geni\u015f bir kesimi temsil eden Mahmut \u00d6zgener ba\u015fkanl\u0131\u011f\u0131ndaki \u0130zmir Ticaret Odam\u0131zla ayn\u0131 duyarl\u0131l\u0131\u011fa sahip olmaktan dolay\u0131 mutluyum. Bu bulu\u015fma yaln\u0131zca bir \u00f6d\u00fcl ya da bir simgeyi de\u011fil daha e\u015fit, daha kapsay\u0131c\u0131 ve daha ya\u015fanabilir bir kent idealini temsil ediyor. Eri\u015filebilirlik, \u00e7o\u011fu zaman fiziksel d\u00fczenlemelerle s\u0131n\u0131rl\u0131 bir konu gibi alg\u0131lan\u0131yor. Bug\u00fcn verilen K\u0131rm\u0131z\u0131 Bayrak, asl\u0131nda hepimize bir sorumluluk hat\u0131rlat\u0131yor; eri\u015filebilirli\u011fi bir zorunluluk olarak m\u0131 g\u00f6r\u00fcyoruz yoksa toplumsal ya\u015fam\u0131n vazge\u00e7ilmez bir par\u00e7as\u0131 olarak m\u0131 benimsiyoruz?
